The purpose of this policy manual is to establish certification policies of the overall certification program governed by the Colorado Fire Service Training and Certification Advisory Board. The policy is intended to ensure the integrity and quality of the certification program.
The purpose of Informational Memoranda from the Division of Fire Prevention & Control is to provide additional guidance with respect to recent changes and to answer frequently asked questions regarding our Certification procedures.
The “Voluntary Certification Program for Fire Fighters” began on June 21, 1979, when House Bill 1243 was signed into law. The general purpose of the certification program is to measure the level of knowledge, skills and abilities possessed by firefighters and emergency medical responders (EMR) and to attest that these individuals meet nationally recognized standards. These competency-based standards permit evaluation of training programs and promotes uniformity in firefighter and EMR training.
The "Hazardous Materials Responder Voluntary Certification Program" was created by HB89-1223 which was enacted effective July 1, 1989. The general purpose of the certification program is to measure the level of knowledge, skills and abilities possessed by responders to hazardous materials incidents and to attest that these individuals meet nationally recognized standards. These competency based standards permit evaluation of training programs and promote uniformity in hazardous materials responder training.
The purpose of the Emergency Medical Responder Certification Program is to measure the level of knowledge, skills and abilities possessed by emergency medical responders and to attest that these individuals meet nationally recognized standards.

In order to renew a certification, the certified person must
successfully complete 100% of all each Job Performance Requirements
for the level of certification.
